In an article in Yediot, published on Monday, the Ministry of Finance added a new rule to the new Arrangements Law. The rule states that unemployed people will have to check into the employment bereau daily instead of weekly in order to prevent them from working illegally. The article also stated that the Ministry of Industry, Labor Commerce and Employment opposes this idea, and is holding discussions with the Ministry of Finance in order to reduce that frequency.
This information comes in addition to the indications we have about the returning of the Wisconsin plan in the Arrangements Law.
There are some interesting news items:
a. As we argued elsewhere, The Ministry of Finance is not going to drop the Wisconsin plan.
b. The article in 'Yediot' reveals that the plan will be an expanded version of 'Wisconsin' to include those who receive unemployment allowances. This seems an attempt to prevent the beneficiaries of National Insurance from their right to be paid their allowance and look for jobs at the same time, being fully engaged with reporting daily to the bureau.
c. The gap between the two ministries' perceptions reflects the strength of the Ministry of Finance and its focus on its goals, disregarding social interests such as unemployment issues.
